Council approves suite of contracts, including $2.435M Wilcom flood mitigation bid

On Nov. 19 the Waukesha Common Council approved a series of routine but sizable operational contracts and service agreements.
Public works staff reported receiving seven bids for the 2024 Area 7 flood mitigation and storm sewer improvement project and recommended awarding the contract to the low bidder, Wilcom Excavating, for $2,435,158.83. Council approved the recommendation unanimously.
Council also approved an amendment to the Heartland Business Systems technical support contract as part of an IT plan to return PC technician roles in‑house and realize operating savings in the 2025 budget, and approved a new master service agreement with EagleView (Pictometry) to provide oblique imagery for the city’s GIS. Staff said the EagleView agreement was budgeted in the 2025 CIP. Those items passed without recorded opposition.
Separately, the council authorized a license agreement allowing the city to terminate fiber at Franklin Public School District offices and connect monitoring for the Great Lakes Water Project via the WE CAN network; that item also passed unanimously.
Next steps: staff will proceed with contract execution and project mobilization for the flood mitigation work and finalize IT and imagery agreements under the 2025 budget and CIP.
