The Waukesha Plan Commission on Wednesday approved three conditional use permits and recommended rezoning for a mixed-use industrial property.
The commission approved Carroll University’s request to install a 26-kilowatt emergency backup generator near the rear southeast corner of the public safety building at 239 Northeast Avenue, subject to staff and engineering comments. Robin, a city staff member presenting the item, told commissioners the generator would be largely hidden by the building and recommended approval. The chair moved to approve and the motion passed unanimously after a second.
The commission also approved a conditional use permit for TLC Massage Therapy to operate a home-based massage-therapy business at 218 Southeast Avenue. Staff said the business would operate about two days a week, allow only one customer on site at a time, and prohibit outside employees; the commission approved the permit subject to those conditions.
At 909 Blackstone Avenue, commissioners approved a conditional use permit to allow Everything Goes LLC to operate a moving- and donation-pickup and junk-removal office. Charlie, the staff presenter, said the business will be office-only — no on-site sorting, storage or processing of donated items — and that any future expansion to include storage would require a new conditional use permit. The permit passed unanimously; staff also noted the building owner must complete a change-of-use analysis by a licensed architect or engineer to verify occupancy classification.
Separately, the commission voted to recommend to the common council that 2.35 acres at 909 Blackstone Avenue be rezoned from M2 (General Manufacturing) to MM1 (Mixed Industrial). Staff said the property has already been converted to a multi-tenant office-and-storage configuration and that MM1 better reflects current uses and the property’s location adjacent to neighborhoods. The motion to recommend rezoning passed unanimously.
Next steps: the rezoning recommendation goes to the common council for final action; the conditional use permits take effect subject to the conditions recorded in staff reports.
