Resident questions $3.3 million Meadowview Park estimate; board directs CIP review

Jerry Ladwig, a Waukesha resident who gave his address as 2340 Judith Lane, used the Nov. 18 Parks, Recreation and Forestry Board public-comment period to ask for clarity about the Meadowview Park proposal and a $3,300,000 line in recent budget materials. “At the last meeting that I attended, the budget was being discussed, and there was a line item for $3,300,000 to conduct this proposal,” Ladwig said.
The board did not engage in extended discussion during public comment. Ron (staff) told Ladwig that the board could not hold a substantive back-and-forth during the comment period and that the appropriate forum for budget review is the capital-improvement (CIP) process. “This is public commentary, and we can't get into a discussion,” he said, adding that the project would be considered during the CIP process for 2026 and that the Common Council ultimately adopts operating and capital budgets.
Ladwig also raised site-specific concerns about the plan, noting a new memorial tree and playground repairs at Meadowview and flagging what he said is a lack of trail ingress from the existing parking lot. He asked whether staff had provided a written cost basis; staff said they had received written commentary and offered to work with residents to place the topic on a future agenda for fuller review.
Why it matters: a multi-million-dollar capital project affects the city budget and the park’s design and use. Although the Parks Board can recommend capital projects and provide technical input, the Common Council authorizes capital spending through the city budget and CIP process. At the meeting staff indicated the item was not part of the approved 2025 budget and would be routed through the CIP timeline.
What’s next: Staff said they would consider placing the Meadowview Park proposal on a future agenda as part of the CIP review and that residents should monitor the CIP schedule if they want a formal presentation or further discussion. No formal action was taken at the Nov. 18 meeting.
