Board member Mrs. Christensen strongly opposed out-of-state travel while the district faces declining enrollment and instructed staff to pursue in-state alternatives and regional shared offerings; she said county-level training and cooperative approaches could achieve similar outcomes at lower cost. Other board members asked about the conference’s SHRM pre-approval, alternative remote options (none available for this event), and the funding source, which finance staff said was the district’s indirect cost fund for allowable grant and overhead expenses.
Mrs. Greenberg and others noted the certification requirement and the relatively modest estimated cost (roughly $3,500) as factors in their support. Dr. Holmes said the conference will come to Phoenix in two years, meaning similar requests may not be necessary then.
The board approved the travel request with a 4–1 vote; the discussion produced a direction to document SHRM credit approval and to report back on operational benefits after staff attend.
