The Township of Manalapan Planning Board on July 24 approved a final major subdivision to create two lots at 63 Tracy Station Road, Block 51/Lot 3.02, allowing construction of a single‑family home on the corner parcel.
The board voted to approve the application after applicant engineer John Ploskonka testified that the applicant had obtained the required New Jersey Department of Environmental Protection permit and could comply with technical comments from the board’s planner and engineer. "We now have DEP approval," Ploskonka said, and the proposed primary residence was described as approximately 5,000 square feet, reduced from an earlier figure of 5,600 square feet.
The action follows preliminary subdivision approval granted Dec. 12, 2024 and memorialized May 22, 2025. Applicant counsel Casper Boehm introduced Ploskonka and presented the application materials; Ploskonka’s professional credentials and experience were accepted by the board chair.
Board planner Jennifer Beahm and board engineer Jordan Rizzo confirmed the application required no new variance relief despite minor adjustments to the driveway and footprint. Rizzo noted several remaining technical comments and tree‑clearing permit requirements that the applicant agreed to address during resolution compliance.
Board member Jack McNaboe pressed for clarity on sidewalks and maintenance. McNaboe confirmed sidewalks will be installed only along Tracy Station Road; the applicant will pay into the township sidewalk fund in lieu of constructing sidewalks on New Beginnings Way. McNaboe also confirmed that maintenance of the street edge on New Beginnings Way, including trimming back trees, will be the property owner’s responsibility, not the township’s. The existing stone driveway at the site will be removed as part of the project.
Chairwoman Kathryn Kwaak opened the public portion; no members of the public came forward. Chief Hogan moved the approval; Mr. Fisher seconded. The motion passed with the following recorded yes votes: Barry Fisher, Todd Brown, John Castronovo, Barry Jacobson, Kathryn Kwaak, Jack McNaboe, Chief Hogan, Steve Kastell and Mayor Eric Nelson. Nunzio Pollifrone and Pat Givelekian were recorded as not eligible on the final vote.
The board’s decision is a final subdivision approval; compliance items noted by the planner and engineer will be addressed before memorialization. The Planning Board announced its next regular meeting for Aug. 14 at 7:30 p.m.
