The Design Review Board on July 10 approved a second‑floor addition at 127 Union (RISE) after completing environmental review and setting a single design condition.
Michael Roman of C2 Design Group presented the project, describing a new second floor above the existing building footprint, added accessible circulation, two new parking spaces and bike racks, and a small entry and parapet detail. He said the design also includes PV panels on the roof and a mix of materials, with the second floor matched to existing vinyl siding for continuity at this location.
The board determined the project is an unlisted action under 6 NYCRR Part 617 and issued a negative SEQR declaration. The board then voted to approve the application as submitted with the condition that the center picture‑window be replaced by three 1‑over‑1 double‑hung windows shifted to the right; final drawings of that change will be submitted and approved administratively.
Lindsay Connors, associate executive director of RISE, said federal grant funding secured by Congressman Paul Tonko supports the project’s office and program space expansion.
The approval advances RISE’s ability to expand staff and program space for its community services.
