The Saratoga Springs Design Review Board on July 10 granted approval for exterior modifications at 96 Union (tax parcel 166.6944), subject to conditions on the carriage‑house south elevation.
Tonya Yesenchuk, representing the property owners Brian and Neli Rice, walked the board through plans for a new wood deck, removal of an existing Bilco door and insertion of a trap door in the deck for basement access, and renovations to a carriage house including new doors and added windows. Yesenchuk said the project will use natural wood siding and mahogany decking and will mimic existing front‑porch details in the new work.
Board members praised the material choices and compatibility with the historic context but expressed concern about one carriage‑house elevation visible from the alley. "I really truly have no concerns about this at all... it's really exemplary," the Chair said of the materials, but later the board requested more final detail for the south elevation. Britt Savage moved to approve the application with the condition that the south elevation return to the board with final design, including simulated carriage‑house doors; Chris Bennett seconded the motion and it carried.
The approval allows the owners to proceed with the majority of the work while the board reserves review of the specified elevation until final details are submitted.
