Hull panel approves after-the-fact waterline restoration at 169 Beach Ave with conditions

The Hull Conservation Commission voted unanimously June 23 to issue an Order of Conditions for after-the-fact work at 169 Beach Ave related to replacement of a water service in an area mapped as coastal dune. Attorney Adam Brodsky represented the Ferrara applicants; ECR scientist Cameron Larson provided the restoration report.
Brods ky said the restoration and planting work required under an enforcement order had been completed in April and that the submission includes a completion memo. ECR's Cameron Larson told commissioners that the dune grade was not altered and that the restoration had been completed according to the approved plan. "We documented that compliance and provided a completion memo," Larson said.
Commissioners required a two-year annual monitoring schedule to document plant survival and asked that monitoring results be delivered to staff. The success criterion recorded in the motion was a 75% survival rate of plantings at the end of the monitoring period. The commission also required incorporation of four conditions recommended by the Natural Heritage & Endangered Species Program (NHESP) as part of the Order.
Chair Paul Paquin called for a roll-call vote and the Order of Conditions passed unanimously. The action regularizes the water service work under an after-the-fact filing and establishes monitoring and reporting conditions to ensure the dune restoration remains stable.
