Why it matters
Ordinance 2026-13 formalizes a program intended to help low-income utility customers and keeps the program funded while staff work to expand outreach. The zoning change prevents administrative uncertainty for an existing nonprofit medical service provider and aligns local code with actual community services. The interlocal and CWS agreements enable the city to delegate wildfire response functions to the local fire district and position the city to receive state assistance for extended-attack events if the city's preparedness and mitigation commitments are met.
