RSU 24 reports small decline in Title I, II, IV federal allocations for FY27

Shelly Sova, RSU 24's ESEA coordinator, briefed the board on federal grant allocations for the district and the planned use of those funds in the coming year.
Sova said the district's combined allocation for Titles I, II and IV totaled $564,867 for FY26, and the FY27 allocation is estimated at $542,926 — a difference of just under $22,000. She said the reduction reflected adjustments in student counts and Maine's overall allocation. "Yearly public comment is a requirement of this grant, so this board meeting should serve as that opportunity as well," Sova said, noting the requirement for public review.
Sova described planned priorities: Title I funds will be used primarily for salaries and benefits for interventionists at pre‑K–5 schools to offset local budget pressures; Title II will support teacher professional development; Title IV will contribute to a school counselor or PBIS teacher at select schools. She told the board that NWEA data used in the district's CNA (comprehensive needs assessment) had not yet been verified and would be provided later.
Board members asked whether recent federal administrative restructuring would affect funding flows; Sova said there had been no local impact so far, though contacts and processes at the state level are shifting.
