On June 24 the Westminster City Council directed staff to draft a formal letter to GKN Aerospace regarding the hazardous-material incident commonly called the "western" incident that affected nearby neighborhoods and businesses. The action follows related letters from neighboring jurisdictions and calls from residents for accountability.
Councilmember Fan West framed the request as seeking three items: (1) acknowledgement of responsibility for impacts; (2) a public description of corrective actions and safety improvements to prevent recurrence; and (3) a process to compensate affected residents, businesses and the city for cleanup and other costs. Staff noted that the matter involves ongoing legal and investigatory processes and said the letter would be drafted with city counsel to avoid interfering with litigation while still requesting transparency and reimbursement for documented costs.
The motion to direct staff to prepare the draft was approved 5–0. Staff will work with counsel to craft language consistent with legal constraints, and will return the draft to council for approval before transmission. Residents and councilmembers stressed urgency for a clear path to relief for those who reported health concerns, business interruption and cleanup costs.
What’s next: staff, with city counsel, will prepare a draft letter for council review; staff emphasized it will not ask the company to waive legal defenses and will be mindful of active litigation while seeking transparent remedial steps and a compensation process.
