Board approves airport HVAC work and a 25-year ground lease for new hangar

The Buena Vista Board of Trustees on June 9 approved two airport items intended to support aviation activity and revenue at Central Colorado Regional Airport.
The Board adopted Resolution No. 2026-43 to approve a professional-services agreement with Patriot Sons for Phase 2 HVAC installation at the airport. Town staff said recent revenue from helicopter flight testing — revenue not included in the 2026 budget — made the previously deferred project affordable without cutting other planned expenditures. The contract amount is $43,269, and staff expects a $12,000 Tri-State rebate that would reduce the net cost to about $31,269. Trustees approved the resolution by roll call (Mover: Trustee Rice; Seconder: Trustee Rosenoer).
Separately, trustees adopted Resolution No. 2026-44 to approve a new pre-construction ground lease with PCS Hangar LLC for D-hangar units D1 and D2. The lease provides an initial 25-year term with two optional 10-year renewals, annual rent of $0.30 per square foot adjusted by the Consumer Price Index for All Urban Consumers (CPI-U), and a requirement that the lessee obtain a building permit within one year. Trustees noted the site is among the last immediately developable hangar locations at the airport and viewed the proposed hangar as advancing the airport's activity and financial sustainability.
Both items were approved by motions recorded in the meeting minutes; staff will incorporate any required budget adjustments into a future year-end amendment and proceed with contracting and lease execution.
