Gilmer council approves utility engineering fee, rate changes and budget amendment to create contracted airport manager

The Gilmer City Council on April 14 approved a package of ordinances and administrative changes that will add a $1,000 engineering review fee for new construction plans, update the Master Rate Schedule to include an outdoor sound-amplification fee and higher T-hangar rates, create a contracted airport manager position funded for the remainder of the fiscal year, and update personnel and nuisance code language to comply with state law and ARPA requirements.
City Manager Mary Bullock told council the city plans to require an engineer to review new construction plans and recommended setting the fee at $1,000 to cover that service. "We need an engineer to look over new construction plans and advise the city on what will be needed to supply services," Bullock said; the council approved Ordinance 26-017 by a 6–0 vote.
Bullock also outlined changes to the Master Rate Schedule in Ordinance 26-018, adding an outdoor sound-amplification fee, raising T-hangar rental rates at the airport, and creating a non-standard service investigation fee. Mayor Pro-Tem Pete Herrmann moved approval; Councilmember Jasmine McDowell seconded and the ordinance passed unanimously.
On budget matters, Bullock said the airport board recommended creating a part-time contracted airport manager at an annual cost of $25,000; council approved a budget amendment (Ordinance 26-019) to move $12,500 into the current fiscal year to fund the remaining six months of the position. Councilmember Jarom Tefteller moved the budget amendment and Councilmember Jerry Webb seconded; the motion passed 6–0.
Other administrative actions approved included an update to Personnel Policy Section 4.05 (City Vehicles and Equipment) to add language required for ARPA compliance and Ordinance 26-020 to amend Chapter 30 (Offenses and Nuisance) to align with state code and enable enforcement. Council also approved a Veteran Family Day at Abney Park on April 25, 2026, with access to water and electricity, after a request by Thadd Barr of the American Legion.
All motions related to these items passed unanimously. The meeting adjourned at 5:33 P.M.
