The Gilmer City Council voted unanimously March 10 to award a $12,000 contract to Redco Endeavors to excavate a burn pit and burn debris onsite at the city landfill.
Public Works Director Jonathan Nix summarized competing bids for two cleanup approaches — onsite burning and mulching — and said the low burn bid was $12,000 (Redco Endeavors). He told the council he had spoken with the Texas Commission on Environmental Quality, the Gilmer fire chief and the county commissioner about the plan. "There is no special permit needed to be able to burn at the landfill," Nix said. The council approved the burn contract 5–0.
Council considered two higher mulch bids (Redco Endeavors $33,000; MLM — Milam Land Management $37,595) and three burn bids (Redco Endeavors $12,000; Skippy's $14,000; MLM $15,045). The council followed the city purchasing procedure and awarded the contract to the low bidder for the burn option. Mayor Pro-Tem Pete Herrmann moved to award the contract; Councilmember Jerry Webb seconded the motion.
The contract award does not appear to include additional permits beyond those discussed in the meeting. The council did not record further conditions in the minutes; the city will proceed with coordination among public works, fire and county officials as described by Nix.
Next steps: the city will finalize a contract with Redco Endeavors and schedule the onsite cleanup per the contractor's timeline and the city’s operational coordination with emergency services.
