Separately, the council adopted a rounding policy that applies only to cash payments and takes effect immediately upon approval; the motion to adopt the policy was moved by Mayor Pro‑Tem Pete Herrmann and seconded by Councilmember Jerry Webb, with a 4–0 vote.
