Gilmer City Council approves 3.86% sanitation rate increase, adopts new city code and OKs police uniform upgrade; aid contract tabled

The Gilmer City Council on Dec. 9, 2025 approved a 3.86% increase to monthly sanitation charges, adopted a newly codified City Code, approved a uniform upgrade for the Gilmer Police Department and accepted a parks-board recommendation to name the Yamboree Park baseball quadplex after Councilmember Michael Chevalier. The council tabled action on a proposed $5,000-per-year automatic aid contract with Upshur County ESD #2 pending further information.
City Manager Mary Bullock told the council that Sanitation Solutions requested a 3.86% increase to monthly charges; Councilmember Jerry Webb moved to approve Ordinance No. 25-061 adopting that increase, with Mayor Pro-Tem Pete Herrmann seconding. The motion passed on a 4-0 vote. Bullock also described Ordinance No. 25-062 as the formal codification of ordinances passed since Gilmer’s last codification in 2001; Mayor Tim Marshall moved to adopt the new City Code and the council approved it 4-0.
Police Chief Lana Davidson presented the department’s request for a uniform upgrade and explained the operational need for replacement items; Councilmember Jarom Tefteller moved to approve the upgrade, Mayor Tim Marshall seconded and the council voted 4-0 to authorize the purchase. The council also accepted a Parks Board recommendation to name the Yamboree Park baseball quadplex for Councilmember Michael Chevalier, approving the motion 4-0.
Council discussed a proposed interlocal contract with Upshur County ESD #2 for automatic aid coverage at $5,000 per year (enclosure), but elected to table the item to obtain additional information before taking action. No final vote on that contract was recorded during the meeting.
