Tom Cope of Cope Murphy + Co. briefed the Coralville City Council at its Feb. 10 work session on the Iowa legislative calendar and bills he said are of interest to municipalities.
Cope told the council that Feb. 19 is the deadline for policy bills to be out of committee, that March 19 is the deadline for policy bills to have passed out of one chamber and be out of committee in the other, and that April 21 is the last day legislators may claim per diem payments. Cope also said he had shared a list of bills he is tracking that could affect city operations.
The update was presented as informational; council members did not take formal action during the session. City staff and the consultant did not enumerate specific next steps for each bill during the work session, and no votes were recorded.
The legislative calendar is relevant to municipal planning because committee and chamber deadlines shape when cities must seek changes, lobby for exceptions, or prepare for statutory changes that could affect budgeting, procurement or local programs. The council did not direct staff to pursue or oppose specific measures at the Feb. 10 meeting.
The council moved on to budget and policy items following Cope's presentation.
