Madelia council unanimously approves annexation, fee changes, gambling permit and RFP for snow towing

At its Jan. 12 meeting the Madelia City Council unanimously approved a package of consent actions including Resolution 2026-01 (rates and fees), Resolution 2026-02 (orderly annexation of Daley’s property, Parcel ID 060220500), Resolution 2026-03 (American Legion Post #19 gambling permit at Lost Sanity Brewing), four special-event licenses and authorization to issue an RFP for snow-emergency towing.
The Madelia City Council on Jan. 12 unanimously approved a series of consent items and related motions, including changes to 2026 rates and fees, an orderly annexation of privately owned property, a gambling premises permit, several event licenses and authorization to issue a request for proposals for snow-emergency tow services.
Mayor Cody Eager called the meeting to order. Council member Glen Christensen moved to approve the consent items with three additional items; Mark Slater seconded the motion and the five-member council voted unanimously to approve it.
Among the items added to the consent package and approved were:
• Resolution 2026-01: Adjusting rates and fees for various city services and resources for 2026. The motion to adopt the rates resolution was made by Andy Gappa and seconded by Matt Gunderson and was approved by all five council members.
• Resolution 2026-02: An orderly annexation agreement between the City of Madelia and Madelia Township for Daley’s property (Parcel ID: 060220500). Glen Christensen moved the annexation resolution and Andy Gappa seconded; the council voted unanimously to approve the annexation.
• Resolution 2026-03: Granting American Legion Post #19 a gambling premises permit at Lost Sanity Brewing. Andy Gappa moved to approve the gambling permit; Matt Gunderson seconded and the council voted yes.
• Special-event licenses for Lost Sanity Brewing on Feb. 14, March 14, April 11 and May 2, 2026 were approved as part of consent business.
• The council authorized staff to draft and release an RFP for snow-emergency towing services for the city, approving the administration to proceed with the procurement process.
Other routine business approved on the consent agenda included the 2026 council appointments and the 2026 council commission appointments, designation of official financial depositories (Pioneer Bank & Alliance Bank), the official publication (Madelia Times Messenger), and approval of scheduled road closures for community events such as the Memorial Day Parade and Razzle Dazzle Parade. The council also approved a schedule change to move the May 26 meeting because of the Memorial Day holiday.
The meeting record included a check register and accounts payable list totaling $102,884.94. The typed minutes were signed by City Administrator Chris Fischer, who noted that video recordings on the city website control over typed minutes.
