Council approves year-end fund transfers, appropriation for legal services and authorizes president to make emergency transfers

The Dubois County Council on Dec. 29 approved several year-end financial actions, including an additional appropriation for legal services tied to the Regional Sewer District and a transfer into the county’s highway restricted fund.
Auditor Sandra L. Morton asked the council to approve an additional appropriation of $45,000 in the LIT-ED Fund to pay Krieg DeVault for legal services related to the Regional Sewer District. Ryan Craig moved to approve, Meredith Voegerl seconded and the motion carried unanimously.
Morton also presented Resolution 2025-18 to transfer $346,106.95 from the MVH Highway Fund into the MVH Highway Restricted Fund. The resolution reiterates the statutory requirement that amounts held in the restricted fund be used only for construction, reconstruction or preservation; Ryan Craig moved to approve, Alex Hohl seconded and the resolution carried unanimously.
The council approved a minor internal transfer of $144.73 in the Adult Community Corrections Grant Fund, moving that amount from Travel & Training to Personal Services for health insurance; Ryan Craig moved, Doug Uebelhor seconded and the transfer carried unanimously.
Morton requested authority for President Michael W. Kluesner to approve any remaining budgetary transfers needed before the end of the year; the council gave unanimous consensus to grant the president that authority, provided the full council is notified of any such transfers. Morton also reported the 2026 Budget Order from the Department of Local Government Finance had not yet been received and was expected before Jan. 15, 2026.
With no further business, Ryan Craig moved to adjourn; Doug Uebelhor seconded and the meeting was adjourned at 11:44 a.m.
