Board approves ARP compliance report, awards child-care contract, and leases parking for courthouse project

At its May 20 meeting the Henderson County Board of Commissioners approved the March 31, 2026 American Rescue Plan compliance report, awarded a $193,000 subsidized child-care administration contract to Southwestern Child Development Commission, and approved a lease of Youngblood property for construction parking; all consent items passed unanimously.
The Henderson County Board of Commissioners approved several consent items at the May 20 meeting.
The Board approved the American Rescue Plan State and Local Fiscal Recovery Funds (SLFRF) Compliance Report for the quarter ending March 31, 2026, which lists projects encumbered and expended under ARP and confirms reporting to the U.S. Treasury.
The Board also approved award of the Subsidized Child Care administration contract to Southwestern Child Development Commission, Inc., in the amount of $193,000 and authorized the Department of Social Services to proceed with contract execution. The department said the Subsidized Child Care Program is funded through the North Carolina Department of Health and Human Services and noted the FY27 program funding of $115,955.
Finally, the Board approved a lease of land at 420 N. Pine Street from Youngblood Oil Company, Inc., to provide additional parking to support courthouse and detention-center renovation projects and authorized the County Manager to execute the lease on behalf of the county. The lease was described as a temporary arrangement to support construction activities.
All motions on the consent agenda were approved unanimously by the commissioners present.
