City Attorney Joseph O’Koren advised the Rushford Village Council on Feb. 17 that adopting a single fee-schedule ordinance would centralize all city fees, while water and sewer utility fees may remain in their separate ordinances if the council prefers.
O’Koren explained that adopting or changing a fee schedule requires a public hearing and publication of notice; he recommended the council wait until planning and zoning finish their fee reviews before setting a hearing date. The clerk provided a draft fee schedule for review; no action was taken.
The council also discussed switching council pay from per meeting to a monthly salary. O’Koren expressed concern about potential abuse if changes were implemented immediately and recommended the change take effect for the following calendar year and be adopted through an ordinance amendment (Ordinance #9), which would require a public hearing and associated publication costs. He summarized updated remote meeting rules: at least one person must be physically present at the meeting site, and roll-call/visibility requirements apply for remote participants. The council took no action on compensation or ordinance amendments at the meeting.
