Rushford Village adopts 2026 levy and approves 3% employee COLA

At its Dec. 16 meeting, the Rushford Village council adopted the city’s final 2026 levy and approved personnel and health-service arrangements for the coming year.
Clerk Mary Miner reported a proposed budget increase of 5.77% and the draft levy of $605,455. Council discussed allocations for certificates of deposit (CDs) set aside for roads and bridge/equipment, and noted an unbudgeted $10,000 Freightliner repair had emerged; councilmembers said cushions existed in the budget. After discussion, council passed Resolution 2025-12-16 adopting the final 2026 levy at $605,455 (5.77% increase).
On personnel matters, council approved a 3% cost-of-living adjustment for employees for 2026 but deferred step increases pending later review. The council also approved three Gundersen Health Services 2026 agreements: a master evergreen contract, an occupational health services agreement (for new-employee physicals, drug testing and post-accident testing), and a hearing conservation agreement for annual hearing tests for maintenance staff.
Council made these approvals on recorded motions; the budget resolution and contracts will be reflected in the 2026 fiscal plan and expenditures.
