School representative briefs Rushford Village on proposed bond, state aid opportunity

Ben Bernard, representing Rushford-Peterson Schools, presented information on a proposed building bond and answered council questions at the Dec. 16 meeting.
Bernard said the district has deferred maintenance needs — including lighting that requires parts no longer available, an eight-year-old security system and sewer repairs — totaling roughly $3 million in immediate needs. He said the State of Minnesota would cover about 51% of costs for qualifying new building work and deferred maintenance and that the funding opportunity remains available through 2034. Bernard described additional possible bond-funded projects such as adding a childcare space, a second gym and extra classroom capacity to accommodate enrollment pressures.
Councilmembers asked technical and fiscal questions. Planning/Zoning Administrator Jon Pettit expressed concern about open enrollment, saying he did not think the math favored the district because transporting open-enrolled students imposes costs; Bernard replied that the district receives state aid and that last year there was a net gain of open-enrolled students (115 in, 75 out) and that “R-P gets $10,000.00 for every kid,” noting informational sessions and an online calculator for property owners to estimate tax impacts. Bernard said some repairs could be phased but urged taking advantage of state support while it is available.
The presentation was informational; no council action on the bond was taken at the meeting. Bernard offered to attend further sessions to explain the specifics to residents.
