Rushford Village approves 2026 CEDA contract; council asks for quarter-one review

Rushford Village council approved a 2026 contract with the Community Economic Development Agency (CEDA) on Dec. 16, authorizing two days per month of service at a cost of $16,400 and stipulating a re-evaluation after the first quarter.
Jayme Longmire of CEDA presented a contract proposal outlining goals that included simplifying the 2012 Revolving Loan Fund (RLF) application to spur business lending, identifying land suitable for starter homes, townhomes and retirement housing to address the village’s aging population, and facilitating collaboration with nearby Rushford and Peterson on shared services. Longmire and Laura Qualey encouraged council members to attend a regional data-center information meeting to learn potential impacts and infrastructure requirements.
Council members expressed mixed views in discussion. Robert Hart and Travis Link questioned the return on investment given past under-use of CEDA services, while Mike Ebner and Mayor Dennis Overland supported giving CEDA a chance to perform outreach and coordination that elected officials lack time to do. Council agreed the contract can be terminated with 30 days’ written notice and asked for a quarter‑one evaluation to determine whether CRV is seeing progress.
The contract was approved on a motion by Robert Hart with a second from Travis Link. Council asked to receive CEDA updates on the agenda monthly and noted possible uses for CEDA assistance, including grant writing and revising RLF materials.
