County adopts ordinance to create restricted donation fund for Eagle Scout park project

On Feb. 23 the Dubois County Council unanimously adopted Ordinance 2026-03 to create a restricted donation fund (4107-166) to accept gifts earmarked for an Eagle Scout project at Dubois County Park.
Park & Recreation Board President Christine Prior and Eagle Scout candidate Ryan Kelly described the project, which will install sunshades and landscaping near the splash pad and playground. The ordinance cites Indiana Code IC 3-1-3-6 and instructs the county auditor’s office to administer the fund. It restricts use of donations to the donor’s intent, allows appropriation by the County Council for disbursements, and specifies that the fund remains until project completion and will be closed once donated funds are exhausted.
Meredith Voegerl moved to approve the ordinance; Doug Uebelhor seconded and the motion carried unanimously.
Next steps: The Park Board, with council appropriation, will disburse funds for the specified park improvements and will close Fund 4107-166 when donations are exhausted.
