Dubois County approves $1.13 million paving contract, equipment funding requests and pavement-preservation plan

At the Feb. 2, 2026 Dubois County Commissioners meeting, Highway Engineer Levi Leffert and Highway Superintendent Donnie Lueken secured unanimous approval for several highway projects and contracts, including a $1,128,020.75 contract with C&R Construction for the CCMG 2026-01 paving project.
Superintendent Lueken said the department needs an additional $300,000 for equipment and the board approved a motion to request those additional appropriations from the Highway and Highway Restricted funds, pending County Council approval. The commission also approved an agreement with Malcon Indiana, Inc. to prepare documentation for filing fuel excise tax refund claims.
Leffert presented a Crossvine Solar road-use agreement addendum (administrative contact-info changes), which the board approved, and announced that project documents for Bridge 78 will be available Feb. 5 with a bid opening March 2; he also said Bridge 116 (CR 820 E) will be closed beginning on or after Feb. 9 for 4–5 weeks to replace beams and deck.
The commission approved a new bridge-inspection contract cycle (2026–2029) to be performed by SJCA; Leffert noted the contracted amount is nearly 2.5 times the previous cost because of updated inspection standards, which may lower some bridge ratings. Leffert also recommended—and the board approved pending County Council funding—a $228,870 Reclamite preservative seal application by Rejuvtec, which the engineer said can extend pavement life by four to six years and has been applied in the county for over 15 years.
These approvals advance several projects that will affect local traffic and contractor schedules; the Bridge 78 bid opening on March 2 was scheduled during the meeting.
