Votes at a glance: Dubois County approves road limits, grants, contracts and appointments

At its Dec. 15 meeting the Dubois County commissioners approved a 10-ton freeze-thaw weight ordinance for county roads, accepted a $1,000,000 Community Crossing Matching Grant award for 2026 paving, approved several contracts and appointments, and authorized administrative actions including a VPN connection for ISETS and a legal-services engagement for formation of a regional sewer district (pending funding).
The Dubois County Board of Commissioners took a series of administrative and project-related actions at its Dec. 15, 2025 meeting in Jasper.
Roads and projects: The board approved Ordinance No. 2025-17 to establish a 10-ton gross-load weight limit on county roads during the freeze-thaw period from Jan. 15, 2026 through Apr. 15, 2026, with an exemption for Jasper 3rd Avenue from the city limits south to SR 162; violations are noted in the ordinance as Class C infractions under cited Indiana law. Highway Engineer Levi Leffert reported the county was awarded $1,000,000 in Community Crossing Matching Grant (CCMG) funds to cover 80% of paving costs for Club Road, St. Anthony Road North and 550W, with work planned between June and October 2026. Leffert also reported Bridge 21 (over Little Creek on 200W) reopened to traffic Dec. 12, 2025; Bridge 116 replacement will be postponed until a later date.
Contracts, agreements and staffing: The board approved a Change Order with Calcar Paving (net decrease of $602.24) and another change order on 400 West (net decrease of $11.80). It approved an agreement with Lochmueller Group to prepare a new county ADA Transition Plan not to exceed $50,000. The board approved a Cooperative Agreement for Title IV-D child support services and authorized Clerk Amy Kippenbrock to sign, approved a GIS Limited Use Agreement with Tyler Technologies to share data with Southwest Dubois County School Corporation's transportation software, and approved an Electronic Recording Memorandum of Understanding with E-Recording Partners Network, authorizing Recorder Jackie McPherron to sign on the county's behalf.
Budget and appointments: The board certified the appointment of Dr. Ted Waflart, MD as county Health Officer and appointed Jesse Peters and Brian Smith to the Property Tax Assessment Board of Appeals (PTABOA) and Cheryl Sermersheim to the Museum Board (rescind of a prior appointment was approved). Community Corrections Director Wyatt Madden received authorization to create two temporary part-time positions to cover a full-time post while an employee is on military service.
Other administrative actions: Auditor Sandra L. Morton presented a Matrix Integration proposal to provide VPN connectivity for the State ISETS application at a cost of $4,636.23 to be paid from Clerk IV-D funds; the board approved. The board approved a legal-services agreement with Krieg DeVault LLP to assist the Regional Sewer District’s organization and operations — the agreement was approved pending funding approval by the County Council, with a county obligation of $45,000 for an interim three-month cap (Jan–Mar 2026). Human Resources Generalist Markie Rhodes presented an increase in Deaconess Memorial Medical Center wellness program fees from $11,108 (2025) to $15,967.75 (2026); commissioners removed the employee requirement to meet quarterly with the wellness coordinator and recorded that Commissioner Blessinger would not sign the agreement. Auditor Morton also updated the board that LOW financial software is converting data for the Treasurer and Auditor offices.
Public comment at the meeting also included an appeal from Mark Nowotarski, who presented a letter signed by 68 people urging that Dubois County withdraw from the Mid-States Corridor Regional Development Authority, citing governance and accountability concerns.
The board scheduled its next regular meeting for Jan. 5, 2026.
