Resident alleges erroneous Waste Management late fees; clerk redirects comment to City Council

Mary Bueno, a Hawaiian Gardens resident, appeared during the Public Housing Authority’s public comment period in June 2024 and said she received a billing statement from the city’s new waste contractor showing two late fees. According to Bueno, the statement listed a $1.37 late fee for April and a $1.31 late fee for May and included entries dated in January; she questioned how the new contractor could bill for charges dated before it took over service.
"I received the statement from Waste Management. And in it, it stated two late fee charges: $1.37 for April, $1.31 for May," Bueno said. "Waste Management started May 1st. So, how can they charge for something that was in January... when they were not involved in their service?"
A meeting official responded that the Public Housing Authority was not the appropriate body to address the complaint and clarified that the City Council meeting begins at 6:00 p.m. The official invited Bueno to present her concern to the City Council, saying the billing matter would be handled in that forum.
The PHA did not take any action on the complaint during its meeting. The clerk noted there were no members of the public on Zoom for PHA comments; the in-person commenter was redirected to the City Council meeting immediately following the PHA session.
