Polk County commissioners approve claims, authorize agreements and declare grader surplus

The Polk County Board of County Commissioners met Aug. 6 in Osceola and approved routine claims and several administrative actions, including authorizing a service agreement and renewing a lease, declaring a county motor grader surplus for online auction and receiving an update on road operations and bridge funding.
Chairman Jerry Westring opened the meeting at 9:30 a.m., read and approved the minutes and noted that a current copy of the Open Meetings Act is posted in the meeting room. The board audited county claims and moved to allow all listed claims except one to Mike Boss; that motion (made by Westring and seconded by Boruch) passed by roll-call vote with all members voting aye. Commissioner Boruch then moved to approve the claim to Mike Boss for used-equipment reimbursement from the Road Fund; the motion (seconded by Westring) passed with Commissioners Boruch and Westring voting aye and Commissioner Boss abstaining.
The board reviewed detailed fund disbursements, including General Fund items such as General Salaries of $151,016.31 and Blue Cross Blue Shield health insurance for $26,335.76. Under the COVID American Rescue Plan fund the board recorded an NMC, Inc. motor grader purchase listed at $385,500.00.
The board approved a Service Agreement with BraveBe Child Advocacy Center for fiscal year 2024–25 and authorized the Sheriff and the County Attorney to sign the agreement following a motion by Commissioner Boss, seconded by Boruch, which passed unanimously. The board also authorized renewal of a lease with the City of Lincoln on behalf of Aging Partners Personal & Family Services for courthouse office space on the same terms as the prior year (motion by Boruch, seconded by Boss; unanimous approval).
At 9:35 a.m. the board entered an executive session to discuss an application for general assistance; the applicant and the County Clerk were present. The board returned from executive session at 9:45 a.m.; Chairman Westring stated for the record that no formal action was taken. At the applicant’s request, rental assistance that had previously been approved was put on hold because of pending litigation.
Commissioner Boss moved to adopt a resolution declaring a 2007 John Deere 772D motor grader surplus property and to authorize its sale via online auction; the motion (seconded by Westring) passed unanimously. Highway Superintendent Theis provided an update on Road Department activities: a pup trailer purchased at online auction was being picked up for hauling gravel, crews were working on driveways and culverts, and graders were to run with lights on in dry, dusty conditions to improve visibility. Theis also said the county had received information that a Polk County bridge is eligible for funding through the NDOT Off-System Local Bridge Replacement Program. The board reviewed and the chairman signed the county’s real estate inventory.
The meeting adjourned at 11:45 a.m.; the board scheduled its next meetings for Aug. 20 and Aug. 27, 2024. Agendas will be available at the County Clerk’s office.
