Orange County committee weighs bond outreach and voter confusion over prior unspent funds

The Orange County Bond Education Committee met virtually on Aug. 28 to review survey results from Avenir Bold and to shape outreach and messaging for a proposed school facilities bond.
Jan Johnson of Avenir Bold presented the survey findings and asked the committee to consider which subject-matter experts should lead events and live question-and-answer sessions. The discussion centered on two communication challenges: making clear what bond proceeds can pay for and anticipating questions about prior bond funds that remain unspent. Committee member Sarah Smylie said a potential barrier is that "voters may not understand how facility funding is going to be spent apart from the bond money, such as for leaky roofs." County and school staff raised that point as likely to surface with voters.
Kevin Smith, listed as OCS staff, warned that "there are still bond funds that are still unspent from the 2015 bond" and that opponents or voters may raise that issue; Kirk Vaughn clarified that the answer differs by district and noted that the CHCCS district had spent its full prior bond. Andy Jenks, identifying himself as CHCCS staff, said CHCCS had carried out a very public process to determine how its bond dollars would be used and cautioned that being unable to describe spending could come off as disingenuous.
Committee members and consultants discussed messaging choices and spokespeople. Ty Howard of Avenir Bold presented foundational messaging and themes intended to create a unified campaign voice, and Stephanie Perri described communications channels and strategies to optimize reach. Committee members stressed limits on what staff and volunteers may promise: Rani Dasi stated that the bond "can only be used for building renovation and maintenance of school buildings" and "not teacher/staff salaries, not materials, contractors, etc." Commissioner Jean Hamilton reiterated that committee members cannot promise specific projects but can explain that the Board of County Commissioners has determined allocation principles; county staff such as Travis Myren and Kirk Vaughn should handle finance questions.
The group discussed wording to avoid overpromising; Myren and Earnhardt both favored phrasing such as "informed by priorities as identified by [the relevant committee]" rather than guaranteeing specific projects. Benjamin Alschuler raised a related concern that imagery emphasizing teachers and classroom materials could mislead voters about bond uses.
Several committee members recommended engaging trusted community groups in outreach. Rani Dasi noted PTAs played a critical role in the last bond; she said Andrea Tanner, PTA president, is a member of the committee and could help organize forums. Jan Johnson urged the committee to identify subject-matter experts who could lead Q&A at events.
On next steps, the co-chairs and Avenir Bold outlined materials and timelines the consultant needs to proceed. Commissioner Jean Hamilton said the committee would not form a subcommittee because the timeline was too tight to meet public-notice requirements, and members agreed to provide interim feedback by email. The meeting adjourned at 7:24 p.m.
The committee did not take formal votes or adopt motions during this session.
