District counsel reiterates opinion on Corkscrew Road ownership; engineer readies drainage work

Tony Pires, district counsel, told the Board he had retrieved documents and that his legal opinion about ownership of Corkscrew Road west of U.S. 41 "has not changed." Neil Collins, PSGRC president, and Village representatives are pursuing inspections and a study (Johnson Engineering) focused on the U.S. 41 intersection and the east side of Corkscrew Road; Mr. Wilhems confirmed the study will also include the west side of Corkscrew, per the engineer’s summary.

Charlie Krebs, district engineer with Hole Montes, presented a revised scope for the Seaside & Master Drainage Project intended to preserve the project’s original intent while making the system easier for operations staff to modify. Krebs said MRI expects work to start within two to three weeks. He also presented ancillary irrigation costs tied to the drainage work: $4,002.50 to repair damaged wiring and about $1,300 each to raise an estimated seven to eight irrigation heads. The Board approved the Irrigation Concepts change order, not to exceed $15,000, to address those items (motion by Kurt Blumenthal, seconded by Bob Schultz; all in favor).

Pires said he will forward Apple Signs’ contact information to Mrs. Adams to support signage needs related to the study and project work. The Board instructed staff to finalize work authorizations and to proceed with the drainage schedule and associated repairs.
