Resident raises slab moisture and drainage concerns; Board approves drainage easement template
Summary

During public comment, Oak Run resident Lynda Sorensen described water intrusion under the slab at her unit (27123 Sound Way), reporting buckled wood flooring, mold, and very high moisture readings after inspections that ruled out plumbing and HVAC causes. She said rainfall increased and noted ponding that submerged underground downspouts; foundation specialists recommended perimeter drain tiles and 5–10 foot downspout extensions.
Ms. Sorensen asked the CDD and the HOA to work together to identify a solution. Board Chair Bob Schultz and staff discussed whether drain tiles are an HOA responsibility; Mrs. Adams reiterated that drain tiles are typically an HOA matter but noted the CDD could be involved with ponding affecting common water management. District Engineer Charlie Krebs observed the area had not been part of the water management system originally because it was an indigenous preserve and later rezoned to Club land.
Separately, District Counsel Tony Pires presented a draft template for a Grant of Easement (drainage) from PSGRC to RRCDD. The Board agreed the template can be used repeatedly but that each easement presented for approval should include a specific sketch and legal description; Mr. Krebs said he is preparing two additional easements (Seaside II and the Golf Course area). On motion (Blumenthal/Schultz) the Proposed Grant of Easement was approved.
Ms. Sorensen said she appreciated the Board hearing the issue and hopes the CDD, HOA and golf course can find an innovative solution.
