Council roundup: abatement approved, bridge lining RFP cleared, GIS conversion and other actions

At its June 18 meeting the Town Council approved a residential abatement for 181 Belmar Road, authorized an RFP for lining a failing culvert on Oldfield Road, waived bidding and approved a GIS/tax-map data-model conversion contract with C Technologies, approved façade and land-trust reimbursements, and scheduled budget-related workshops.
The South Berwick Town Council approved a series of routine and substantive items on June 18, including a property abatement, procurement steps for infrastructure work, and several grants and reimbursements.
Property abatement: Council entered as the board of assessors and approved an administrative abatement for 181 Belmar Road (A206-57). Staff explained the building had been sketched as an octagon rather than a hexagon, producing an incorrect square footage; correcting the sketch adjusted the building value from $742,900 to $531,100 and produced an abatement of $211,800 (taxes abated $2,651.74). The motion to accept the abatement passed.
Bridge culvert RFP: Council directed the interim town manager and highway director to draft and post an RFP to line (not replace) the culvert associated with bridge number 3311 (Oldfield Road / Neil's bridge). Two contractor estimates were discussed (about $158,000 and $195,000); lining was presented as roughly half the cost of replacement. The council voted to proceed to RFP.
GIS/tax-map conversion: Staff sought a waiver of competitive bidding to contract with C Technologies for a data-model conversion of the town's GIS so the vendor can remove roughly 1,300 topology errors, maintain ongoing map updates and perform a partial remapping at lower cost than a full remap. Council authorized the interim town manager to execute the first conversion contract.
Grants and reimbursements: Council approved a $10,000 reimbursable façade grant funded from the downtown TIP, and authorized a $67,255 reimbursement to the Great Works Regional Land Trust for a parking-lot project to be paid from undesignated funds as approved by voters in FY25.
Other votes: The council approved signing the treasurer's warrant (June 18) and scheduled a public listening session on the budget process for Tuesday, Sept. 15 at 6 p.m. Council also voted to adjust the school-payment schedule to make two payments in July (July 1 and July 20), saving taxpayers $25,200 in interest costs.
These actions reflect a mix of operational approvals, targeted capital procurement steps and grant reimbursements. Where contracts or owner-funded change requests may affect the town's finances, staff will bring further detail to council for review or voter action as required.
