Township updates pollutant-reduction plan to add township-owned stream projects

West Whiteland Township staff told the Board of Supervisors on June 10, 2026, that a revised Pollutant Reduction Plan (PRP) adds best-management practices on township-owned properties to address challenges implementing BMPs located on private property. Justin Smiley, Capital and Special Projects Manager, said the revised plan was authored by Spotts, Stevens & McCoy and was reviewed by the Pennsylvania Department of Environmental Protection in May 2026; it was advertised on June 3, 2026, to begin the required 30-day public review and comment period.

Smiley said the Township’s original PRP was approved by PA DEP in June 2022 and that the Township has already achieved roughly 33% of its required sediment-reduction target through projects including the Keeva Flats stream restoration and a stormwater basin retrofit at Boot Road and Green Tree. Because many targeted basins are on private property and some homeowners and HOAs declined participation, the revised plan emphasizes projects the Township can implement on its own property — specifically naming Miller Park and Exton Park for stream-restoration work.

Following the review period, Smiley said the Board can act to approve and forward the revised PRP to PA DEP. No formal Board approval of the revised PRP was recorded at this meeting; the minutes show the plan is proceeding through the advertised review period.

The revised plan’s emphasis on Township-owned projects changes the implementation pathway by focusing on sites the Township controls, staff said. Spotts, Stevens & McCoy authored the revised memorandum provided to the Board.
