West Whiteland adopts comprehensive update to township plan

The West Whiteland Township Board of Supervisors unanimously adopted a comprehensive update to the Township Comprehensive Plan on June 10, 2026, approving Resolution 2026-23 after a public hearing with no public comment. Justin Smiley, the Township’s Capital and Special Projects Manager, told the board the update was supported by a $50,000 Vision Partnership Program grant from the Chester County Planning Commission and reflects public meetings and a resident survey conducted from July 2024 through February 2026 that prioritized traffic, development, open space and stormwater.

The plan replaces the Township’s 1994 Comprehensive Plan and consolidates amendments made in 2015, 2019 and 2022. Smiley said a Task Force worked with Township staff and the county planning commission to draft the update; copies were shared with contiguous municipalities and the school district. The county planning commission recommended providing Chapter 6, “Implementation,” as a separate document to make goals and action steps easier to distribute, a suggestion the Township staff incorporated.

Rajesh Kumbhardare moved to adopt the resolution and Libby Madarasz seconded; the motion carried unanimously. The Board did not receive any public comments during the hearing. The Township will now incorporate the updated plan into its official planning documents and make the adopted text available to the public, staff said.

The adoption concludes a multi-year update process that staff and the Planning Commission participated in; Keith Choper, chair of the Township Planning Commission, thanked the Board for incorporating the commission’s comments into the final document. The Board did not set additional deadlines for implementation in the meeting minutes.
