Richland County Council approved three land‑use items at its June 23 zoning public hearing.
Case 1 — Jacobs Road (TMS R17500‑01‑14 and R17500‑01‑11): The council approved a rezoning request after public comment from the property owner and two neighbors. The owner, represented by Latoya Roberts, said the family business has operated at the address since 2014 and will bring the site into compliance. Neighbors raised a petition and described piles of construction material, oil stains and trucks blocking the road. The council moved to approve the rezoning and recorded unanimous 'yes' votes among those listed on the roll call.
Case 2 — Case 26‑015MA, Vivian S. Thompson (TMS R17400‑02‑06 & R17400‑02‑07): Staff said the Planning Commission approved the request and that the comprehensive plan is compliant. No members of the public signed up to speak. A council member noted the applicant attended a town hall and said the family chose to rezone the former residential holdout adjacent to the Killian Road Chick‑fil‑A to allow continued commercial growth; the council voted to approve the rezoning.
Case 3 — Case 26‑016MA, Marklin Whitaker (TMS R20300‑05‑08): The council opened a hearing for a planned development amendment on Hardscrabble Road and heard from the applicant, who said the parcel is planned for a 7‑Eleven convenience store. The council moved and voted to approve the amendment; Planning Commission approval was noted but staff said the parcel was non‑compliant with the comprehensive plan.
Roll calls for the three approvals recorded the following members voting yes: Branham, Little, Livingston, Terrazzo, Weaver, Cooper, Elaine, Mackey, English and Newton. The clerk accepted petitions and photographic materials submitted by neighbors on the Jacobs Road item for the record. The meeting adjourned after Director Price reported no additional mail.
