Green Isle EDA moves to release USDA interest, terminate Lions Club lease and authorize billboard redesign spending

The Green Isle Economic Development Authority elected its officers and cleared several agenda items before taking a string of formal votes on property, grants and marketing on Thursday.
The board elected Hunter president, Sam vice president and Amy secretary during its opening nominations and then moved through routine business, including approval of the Dec. 1, 2025 minutes and a brief report that the revolving loan fund balance is about $19,546.45.
In new business, the board tabled Resolution 2026-4, which would have authorized conveyance of a foreclosed parcel to Cornerstone State Bank, after staff said underwriters are requesting trail or title documentation the Department of Natural Resources (DNR) does not currently have on file. Board members agreed to ask attorney Jansen to advise next steps before returning the matter to the floor.
The board approved Resolution 2026-5 to request release of federal interest in a U.S. Department of Agriculture rural business development grant that originally seeded the revolving loan fund. A board member said the EDA has met the grant obligations and, if the release is granted, the EDA would be relieved of the federal reporting requirement while remaining bound to use the funds for business loans under state law. The motion carried by voice vote; members who verbally recorded their support included Mark, Vic and Sam.
The EDA also voted to terminate the lease for the Green Isle Lions Club bus garage at 190 McGrand Street in connection with the planned deed-in-foreclosure on the school property; the Lions Club agreed to repair any damage it is responsible for under the lease terms.
On marketing, members reviewed proposed Circle City billboard designs and slogans and approved a motion to spend up to $750 to redesign the billboard. Board members discussed removing nearby building artifacts from the images, overlaying lot lines for clarity in other materials, and rotating slogans periodically.
The meeting adjourned at 7:39 p.m. The mayor and staff will follow up with attorney Jansen and the USDA program officer as needed; staff also plans to complete a late Blandon report and submit it within a week.
