Council directs inspector to coordinate on 296 McGran repairs; EDA continues work on school property transfer

City Attorney Ken Jansen told the Green Isle City Council Dec. 23 that the city has ongoing concerns about the structural integrity and permitting status of the building at 296 McGran and recommended that the council direct the building inspector to contact the property owners and work with them to develop a plan for necessary repairs.
Jansen, appearing by Zoom, said the inspector (Darren Hlip) has "major concerns" and that the city requires professionally stamped designs from a licensed architect in the state and a licensed structural engineer for repairs before issuing permits. He recommended that the inspector and the property owner (identified in staff correspondence as Sandra Foster) coordinate to formulate a plan and report back to council; he also suggested the inspector could provide a written report to the council so the owner would not need to attend every meeting.
A council member confirmed that the immediate next step is connecting the owner and the inspector to clarify requirements and expectations; councilors asked staff to send contact information and to have the inspector report any unresolved issues to the council. No formal enforcement action or deadline for submission of plans was adopted at the Dec. 23 meeting; councilors said they would consider further action if an agreed plan is not followed.
On a separate matter, staff updated the council about a school property foreclosure. The city was served with a summons and a response period is required; staff said the response deadline has been postponed to Feb. 15. The EDA has been negotiating a deed-in-lieu of foreclosure with the bank and expects to present a resolution at the EDA meeting in mid-January; council action to approve any transfer will follow that EDA recommendation.
What happens next: the building inspector will be directed to contact the property owner and collaborate on a stamped, licensed plan for repairs and to report to council as needed; the EDA will complete work with bond counsel and present a resolution on the school property transfer to the EDA and then council in January.
