Staff and council members said ISG is working on engineering specs and an assessment policy to guide whether and how costs could be assessed to property owners; that assessment policy will be reviewed by ISG and returned to the council. Council members emphasized the need for accurate spring measurements before finalizing bid quantities and noted catch basins and drainage work will add costs and are required for proper stormwater management.
The council asked that the city engineer or the appropriate contractor—identified in discussion as Brian—be available during the next steps to answer technical questions. Staff advised the group about publication and mailing timelines for public hearings and noted the city must post notice and allow mailings and other required notifications in advance.
The council made the motion to schedule the hearing and the motion carried by voice/roll call.
