Sumner County commissioners debate stipend increase, defer decision for legal review

Public comment and a lengthy committee discussion on June 22 focused on whether to increase the monthly stipend paid to Sumner County commissioners.
Resident Mike McLaren urged commissioners to reject the proposal, saying the role should be taken for public service rather than compensation. “I don’t think it’s necessary,” McLaren said during public comment, and asked elected officials to vote against the raise. Another resident, Chris Maker, told the committee the current rate was set decades ago and argued a modest increase would simply keep pay closer to inflation and comparable jurisdictions.
Commissioners then debated the proposal at length. Speakers alternately described the post as a civic service and as a role that may deter challengers when the stipend is low. One commissioner said $1,000 a month would make the role more accessible to potential candidates but said he remained opposed; another described the amount as “underpayment” if the position were treated as professional work.
Members also raised a separate but related procedural and ethical question: three commissioners currently receive additional monthly pay from a local resource authority, and the committee discussed whether that outside stipend should be eliminated or offset against any county increase. Committee members asked the county attorney to research whether the commission has the authority to adjust or offset outside stipends and whether commissioners must recuse or disclose when votes affect their compensation.
After discussion, a motion to defer deliberation and have the county attorney provide legal guidance was made and seconded. The body voted to postpone consideration for one month so legal questions about outside stipends, conflict-of-interest disclosure requirements and budget timing could be answered before a final vote.
Next steps: the county attorney will research authority over outside stipends and conflict rules and report back; the committee expects to revisit the pay question in July before any change would take effect.
