Prairie City approves Mable Point preliminary plat, rezones 201 S. Madison St. to industrial

Prairie City Council approved the Mable Point Preliminary Plat 1 and authorized staff to enter a development agreement with Eric Berkey of Elle Group LLC after a Planning and Zoning presentation and brief public comment about parking concerns.
Resident Kelsey Adams of 404 E Plainsmen Road told council she had emailed councilors to raise parking concerns around the new development and asked that the council consider those concerns as it advanced the plat. Council approved the plat with Planning & Zoning recommendations and directed attention to drainage considerations.
The council then opened a public hearing on a rezoning and future land use map change request from Ray Hauser of Country View Properties at 201 S. Madison St. Fire Chief Ryan Van Der Kamp asked how lumber would be stored and whether kiln discharge could create a fire hazard; Ray Hauser said the tenant will upgrade a kiln to an electric model and that the site has passed Iowa DNR inspections. Council approved Ordinance 406 rezoning the parcel from C1 to I1 with the stated conditions in the ordinance and waived second and third readings, and approved Resolution 2-12-25-4 for the comprehensive plan future land use map change related to that property.
MSA representatives were present to discuss water and wastewater plant priorities; council directed public works staff to work with MSA to prioritize high-priority items in the MSA report and to return with recommendations at the March 12 meeting. Council also approved an MSA contract for construction administration and related services for the Phase 2 Water Project with a not-to-exceed fee of $90,000; billings will begin after SRF loan approval.
