Scott Township supervisors on June 16 approved a $1,904,665.97 disbursement from the general fund, awarded several construction contracts and partial payments, and appointed Joe Orbovich to the township’s planning commission.
The board approved the bill list and related disbursement of $1,904,665.97 after a voice vote. Separately, supervisors approved minutes for prior meetings (May 12, May 26 and June 9) and carried routine motions on the consent agenda.
On engineering and procurement matters the board:
- Approved partial payment number 2 to Cronin Enterprises Civil and Rail Division LLC for $300,533.73 to be paid from bond fund 18.
- Authorized preparation of contract documents and bidding for the 2026 sanitary sewer system cleaning and CCTV project (contract 26S2); staff said a PA small water and sewer grant of $150,000 will support that project.
- Awarded the 2024 stormwater improvements landscaping contract to Cronin Enterprises for $24,450 after soliciting three proposals (Cronin was the only bidder).
- Awarded the Scott Park pedestrian improvements project (contract 26‑RO2) to Independent Enterprises Inc. with a base bid of $492,675; the project carries a $250,000 multimodal transportation grant and the township confirmed capital budget coverage for the local match.
- Approved change orders and final payments for the 2025 roadway improvement program: El Grande Industries Inc. submitted a final change order with a net deduct of $3,393.69 and a final partial payment of $79,865.34; Youngblood Paving submitted change order number 2 for an additional $77,904 for paving along Fieldway Drive.
The board voted to reject and rebid bids for the municipal building roof replacement and Lindsay Road reconstruction (phase 3), both to be rebid in February 2027.
In land‑use and procedural actions supervisors approved an outside planned subdivision of 1319 Scrubgrass Road (subject to engineer review and a recorded maintenance agreement) and appointed Joe Orbovich to the planning commission for a term expiring Aug. 1, 2030. The board voted to table advertising an ordinance to regulate portable storage containers until the next meeting.
On finance and community items the board approved an allotment of $48,095 to the East Carnegie Volunteer Fire Department; ratified public safety logistics including a medical helicopter landing for a public safety event; authorized a quote to replace rooftop HVAC units ($30,980 or $17,009.80 to replace Unit 4 only); and approved an EnviroSight sewer camera purchase with an estimated annual cost share of $4,426.30 over five years.
Township staff also ratified an application to the Pennsylvania Department of Community and Economic Development Strategic Management Planning Program, committing a $50,000 local match to assist with a comprehensive plan.
Motions were carried by voice votes throughout the meeting; where roll‑call tallies were not recorded in the public transcript, the minutes reflect motion, second and voice approval. The board adjourned the meeting and announced an executive session to follow on a legal matter.
