Commission approves sewer-lining patches on Fourth Avenue to avoid street excavation

Staff explained crews have jet-cleaned the run twice to keep it flowing and that multiple spots show intrusion; because the street pavement is in good condition, staff recommended lining patches to avoid excavation and the higher cost of full replacement and repaving. The work was described as installing roughly 385 linear feet of 8-inch liner (the liner will reduce the internal diameter to about 7.25 inches), done as two- to four-foot patch sections to stabilize the worst defects.
Why it matters: Staff said lining will restore pipe integrity in the problem section without requiring disruptive street excavation and repaving at this time. They noted that lining slightly reduces diameter but in this run the change will not impair flow given the available capacity and slope.
Contract and cost: Staff presented bids from several firms (Vision/Visu Sewer and Hydro Clean were discussed); the meeting recorded a proposal amount of $30,250 for the lining work. The commission moved and approved the proposal.
What happens next: Staff will schedule the lining work this construction season and continue televising/jetting other town blocks as budgeted to prioritize future lining or replacement work.
