The Town Board of Malone on March 25 approved acceptance of a $250,000 New York State Community Development Block Grant (Project No. 689HR342-25) to fund a housing rehabilitation program for town residents.
By unanimous vote, the board authorized Town Supervisor Terrence Maguire to sign the state grant agreement and related paperwork and adopted a package of program documents required by the Office of Community Renewal. The board approved a Fair Housing Plan, a Section 3 Plan, designation of the Town Supervisor as the Fair Housing Officer and Section 3 Coordinator, and adopted ADA grievance procedures and a grievance form for program participants.
The board also authorized a subrecipient agreement with Friends of the North Country, Inc. to act as the program administrator under the standard OCR program delivery and administrative fee schedule. A separate resolution named the Town Supervisor as certifying officer for the project and another recorded a determination that the project is a Type II action under 6 NYCRR Sections 617.4 and 617.5, citing DEC guidance.
Deputy Supervisor Andrea Stewart moved the motion to accept the award and enter into the subrecipient agreement; Councilor Brian Taylor provided the second. All votes were recorded as four ayes, no nays.
The grant will be administered under OCR guidelines by Friends of the North Country, which the board authorized to perform program delivery functions as subrecipient. The board approved associated policies and procedures and required forms, including a certification under Executive Order No. 16 and NYS FFATA reporting documentation.
Next steps include the execution of the state agreement and the subrecipient contract, and program set-up by Friends of the North Country in coordination with town staff. The resolutions adopt required administrative roles and documents but do not by themselves specify household eligibility criteria or an initial project schedule; those program details will be established by the subrecipient and town staff under OCR rules.
