The Wolcott Planning & Zoning Commission unanimously approved application 260157 on May 6, authorizing a three-unit contractor business at 1182 Wolcott Road subject to bonding and stormwater maintenance conditions.
Applicant Brian Andrews presented the site plan and CZEO David Kalinowski said the Town Engineer had raised no objections. Commissioner Daniel LaMontagne read a letter from Town Engineer Mark Possidento into the record that reviewed Cedar Civil's revised plans. Possidento wrote that the revised plans "meet all my concerns with regards to compliance with the Zoning regulations" but noted three items for follow-up: additional landscaping to screen the stormwater retention basin, a long-term financial mechanism to ensure ongoing maintenance despite an otherwise thorough maintenance plan, and details showing how roof gutters will be connected to the retention pond.
The approval includes conditions that a bond be established by the CZEO before work commences and that a separate bond remain in place to satisfy the town engineer's request and MS4 guidelines to ensure annual reporting that the detention basin is maintained to approved standards. The motion to approve was made by Debra Keily, seconded by David Ingala, and carried unanimously.
The commission's record requires the applicant to supply the roof-gutter connection details and additional landscape screening, and to work with the CZEO and town engineer to set the financial mechanism that will ensure long-term maintenance of the basin.
