Single mother appeals transfer denial, cites housing displacement and daughter's new IEP

Guadalupe Mercado addressed the board during the portion of the meeting reserved for persons addressing closed-session items to appeal the district's denial of inter-district transfer requests for her two children. Mercado said her family was displaced after a renewal lease raised base rent dramatically, forcing months of temporary, cramped housing.

Mercado said her son, who is entering eighth grade, is socially anxious and has only recently established a supportive peer group after prior school changes; she said uprooting him again for his final middle-school year would cause emotional regression. She also said her younger child, entering second grade, had a new Individualized Education Program (IEP) approved on May 29 under the eligibility category "other health impairment," and that the IEP team had developed a plan with goals slated through December 2026. Mercado argued that moving her daughter now would disrupt the legally required continuity of services and the district's own IEP implementation plan.

The board briefly voted to give Mercado one additional minute to complete her remarks; she closed by asking the trustees for "humanity, empathy, and grace" and requested approval of the transfers. The board did not announce a decision on the appeal during the public comment; the item was presented before the board recessed to closed session.
