The Town of Coventry Board of Assessment Appeals met on March 12, 2026, and approved two assessment adjustments while postponing decisions on nine other appeals pending additional review.
At the meeting in Conference Room B, Chair Carolyn Arabolos called the session to order at 6:39 p.m. and the board unanimously approved the agenda and the March 7, 2026 meeting minutes. Eleven appeals were on the docket and heard between 6:30 p.m. and 8:34 p.m.
The board approved a $21,598 reduction for Christine Leach (land-only appeal, parcel R03272) after reclassifying the property’s view from “obstructed waterfront” to “seasonal view.” The motion was made by Phillip Bouchard and seconded by Barbara Riordan; the board recorded the vote as unanimous.
The board also approved a $98,630 reduction for Ronald and Kelly Moser (Map 09 Lot 22) after applying state-certified PA490 farmland status and using the regulated per-acre assessed value for that classification. The motion was made by Secretary Carolyn Gerrity and seconded by Phillip Bouchard; the vote was recorded as unanimous.
Several other appeals were deferred for further review. The board voted unanimously to postpone final action and requested additional documentation or assessor clarification on the following matters, with deliberations continued to the March 21, 2026 meeting at 9:00 a.m. in Conference Room B:
- Personal property appeal for Wall Excavation & Home Improvement (Joseph Wall / Leigh Deffley) — adjustment to be determined; board will consult the assessor for clarification. - Personal property appeal for Mark Carilli (Mark the Builder LLC) — adjustment to be determined; board to review documentation in greater depth. - Appeal for Steven Blanchard (R00445) — adjustment to be determined; board requested clarification from the assessor on condition definitions. - A series of appeals from Nathan Primus (Imperial Development) for properties on Wolf Hill Road (parcel IDs R06879, R06880, R06881, R06873, R06872 and an additional listing) — all deferred pending additional documentation review.
Motions to defer or postpone were typically made by Chair Carolyn Arabolos and seconded by Joan Lewis; minutes record each as carried with “All in favor.” The meeting adjourned at 8:34 p.m. Minutes were submitted by Secretary Carolyn Gerrity.

Why it matters
Board decisions about classification (for example, view categories) and exemption status (for example, PA490 farmland classification) directly affect assessed values and property tax liabilities for the homeowners and businesses involved. The board’s request for additional documentation and assessor clarifications for multiple appeals indicates the cases will be revisited at the March 21 session.
The board is scheduled to reconvene on March 21, 2026, at 9:00 a.m. in Conference Room B for follow-up deliberations on the deferred appeals.
