Planning staff said the planning commission reviewed the application at its Jan. 8 meeting and generally supported the request, recommending limits on facade signage (typically one sign per facade or four total signs under a CUP) and accepting a design exception for the building’s graffiti-style graphics specific to this franchise. Council members agreed to add a debranding or “return-to-reasonable-condition” clause requiring the structure to be returned to a neutral appearance if Dave’s vacates the site; the council asked the city attorney to draft an enforcement/penalty mechanism tied to that condition.
Council also confirmed that the city’s lighting ordinance allows changeable-copy signs that must remain steady for roughly eight seconds between changes and prohibits blinking signage. The amendment and its conditions were approved by roll call.
What happens next: staff will finalize the CUP/PUD resolution language including the debranding condition and the city attorney will draft any enforcement language to be attached to the permit.
