The Oak Park Heights City Council unanimously approved a conditional use permit for Power Plant Cannabis, the fifth cannabis retail application filed with the city, representing a proposed 4,200-square-foot retail operation in the front portion of the former McCormick furniture building at 1343–560th Street North.
Planning staff told the council the planning commission recommended approval with conditions that address parking, required access to 59th Street and a condition (Condition 13) that empowers the city to require traffic, parking or delivery control measures should those issues arise after operations begin. Staff said the applicant expects a gradual build-up of employees and customers and that the city will require additional parking if use-related issues develop.
Council members asked whether requiring immediate parking improvements or repaving would trigger Browns Creek watershed review. Staff responded that adding roughly 10,000 square feet of new impervious surface or repaving that amount would trigger watershed review; an access drive or smaller repaving (estimated around 3,000 square feet) would not trigger watershed review. The council approved the CUP with the recorded roll-call vote.
What happens next: The CUP includes conditions that allow the city to require on-site parking or other controls if traffic or delivery issues arise; staff will monitor operations and enforce conditions if problems develop.
