The Nowthen Planning Commission approved four linked applications from Automatic Companies Inc. for the Viking Estates project: a small comprehensive‑plan amendment (changing a small corner of commercial guidance to rural residential transition), a rezoning to match the comp plan change, a variance for lot frontage adjacent to wetlands, and a preliminary plat proposing 14 single‑family lots.
Planner Nash said wetlands, the Fort Brook floodplain and a subsurface gas pipeline shape the site layout. Staff reported soil borings and installation of piezometers are underway and that septic site testing remained incomplete because of winter weather; the draft conditions built contingencies so the applicant must revise plans if tests reduce the number of buildable lots.
Grant Radaker, representing the applicant, answered technical questions and said the lots are sized to meet the city’s minimums. Commissioners noted county and state comments and required an eastbound right‑turn lane on Highway 22 for the proposed street access; staff said the project must address all comments from county and city engineering memos and may need to dedicate additional right‑of‑way if traffic analyses require it.
The commission voted to approve the comp‑plan amendment, rezoning, the variance for Lot 1 and the preliminary plat with conditions tying final approval to completion of wetland, septic and engineering reviews and to addressing county traffic comments. The votes on all four items passed and the applications will move to the city council.
